と怒ってしまうのも無理はないです。ウェブサイトに情報を一つも書いていないレンタカー会社は訴訟沙汰になったとか・・・さすがです, 訴訟大国アメリカ。

Here are some information on Toll Road Service Charges, sorted by rental companies.
It is a well-known issue that you might find these charges unfairly expensive. We need to do our homework first to defend ourselves -- learn the services and know the roads, before you land at the airport and talk to these rental car representatives. These rental car companies have their service descriptions on their websites, often times in very tiny letters.
Please be reminded that these rules would change from time to time. The following information is retrived from websites, showing info as of Aug 30, 2019.

ナショナルレンタカー / National
$3.95 per usage day, $19.75 max per rental period (TollPass)
僕がよく使うようになったNational Car Rental です。
ナンバープレート撮影型有料道路の使用日1日あたり$3.95 です。
1日の定義は真夜中から翌日真夜中のはず（だが, 記載はみられません）。

エンタープライズ・Enterprise
$3.95 per usage day, $19.75 max per rental period (TollPass)
上記National と同じ系列であることから, 有料道路課金システムに差はないと考えられます。

上記におなじ！ナンバープレート撮影型有料道路を使った日には$3.95かかり, 使わない日にはこの$3.95の料金は課金されません。
バジェット・Budget
一度でも使えば・・・という厄介な課金システムです。
Once you pass through an electronic toll, you will pay a convenience fee of $3.95 for each day of the entire rental period, including any days on which e-Toll is not used, up to a maximum of $14.75 per rental month, plus incurred tolls at the maximum prevailing rates posted by the toll authority.

Note that "$14.75" DOES NOT APPEAR on any of the tiny font descriptions below!!! Maximum fee seems to differ by state. $19.75 is the norm.
I would not use this company, as what they state on the website is NOT KIND TO THE USERS: Not correct, Not understandable, Cause confusions
「ナンバープレート撮影型有料道路に一度でも乗れば,
有料道路の使用有無に関わらず, 毎日$3.95が課金され, 貸出1ヶ月で最大$14.75課金される」
それがいやなら1) ネットで支払うオプションを自分で事前設定するか, 2) 自分の有料道路用端末を使うか, 3) 現金で払えない有料道路は使わないで・・・だそうだ。
レンタル1ヶ月 というのは一体どういう意味なのか・・・。特に記載はありません。そして最大$14.75という文字がトップページに踊っているものの, 各州のリンクをクリックすると最大$19.75という小さな文字しか見られません。ユーザーフレンドリーでないウェブサイトを持つ会社に信用を寄せることはできないかと。
ハーツ・Hertz
日本からアクセスすると, ヘッタクソな日本語で表示されます。
言語設定を変えて英語で診てもらっても大丈夫です・・

You will be charged for each toll at the highest, undiscounted toll rate plus a $5.95 convenience fee for each calendar day when tolls are incurred. There is no maximum PlatePass convenience fee.
HertzはPlatePassというのを使っています。
有料道路使用日あたり $5.95 を通常の通行料のほかに請求する。1日は暦日と規定しています。
上限は設定していない!!
Golden Gate Bridge（$8.20）1回分・・・
$14.15 (1,500円以上)
料金所らしきゲートは全て無人になりました。
Google Maps: Golden Gate Bridge - Toll Booth (2019) does not accept cash any more...
ダラー・Dollar / スリフティ・Thrifty
Thrifty は Hertz の子会社です。両社ともPlatePass というサービスを採用しており, 同じような方針を採っています・・・
レンタカーそのものが安いのか, 有料道路使用時の課金がむちゃくちゃ高いです。
If you do not pay for tolls via available payment options, you will be charged for (a) all tolls incurred (at the highest, undiscounted applicable toll rate); (b) a $15.00 administrative fee (FL - $9.99 per occurrence) for each toll incurred (subject to a $90.00 cap for such toll-related administrative fees for the rental period); and (c) all other applicable toll charges or fees, if any.
「ナンバープレート撮影式の課金を1回食らうと, そのたびに$15の追加料金を通行料金のほかに請求する。
食らった回数 x $15を請求し, 最大の追加料金請求額は$90とする。」（筆者訳）
「$5の道に1回乗れば, 事務手数料を上乗せして, $20請求するよ」と言っています。
うわー。ひどい!!!
$5 = $20 !?!?!?!?
