For taxi, takeoff, and landing, large electronic devices must be turned off and stowed. For international destinations, your flight attendants will advise you if it’s necessary to turn off and stow your device. Make sure you switched all smartphones, tablets, and e-readers to airplane mode.
「電波を発信する状態の電子機器は使用できない」
全日空のこの表現は伝えたいことを伝えているでしょうか?
(2) Electronic devices that emit radio waves cannot be used on board.
この英語を訳すと
「電波を発することのできる電子機器はご搭乗中に使用できません」
となるため, 厳密には英語と日本語に違いがあると思われます。... というのも Electronic devices that emit radio waves が「電波を発しない状態にある電子機器」とは異なるためです。下記のようにすれば(へたくそでも)意味は伝わるでしょう。
Electronic devices must be used in a state that would not emit radio waves.
本当にお客にしてもらいたい動作は “Turn electronic devices to airplane mode” なので, そちらを率直に伝えればよいと思います。Switch them to airplane mode or turn them off. という一文が入っているのはそのためです。
ちなみにアメリカの航空会社の一例ですが・・・United では never allowed on this aircraft と表現しています。

単にnot allowed とすると, 「僕は許さないよ」のときでもつかえます。例えば
